Description

This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing potential operational and safety improvements for the I-95/I-64 interchange at Belvidere Street (Exit 76) in the City of Richmond, Virginia.

The Belvidere Street interchange serves as the primary access from I-95/I-64 to downtown Richmond, Virginia Commonwealth University and the Greater Richmond Convention Center. Belvidere Street, Leigh Street and Chamberlayne Parkway provide vital access from downtown Richmond to residential areas of northern Richmond. The confluence of these uses in combination with the heavy through traffic volumes on I-95/I-64 at the interchange leads to heavy congestion in the interchange area.

The Annual Average Daily Traffic (AADT) on I-95/ I-64 is 149,000 vehicles per day while AADT on Belvidere Street is 36,000 vehicles per day.

The study will identify possible improvements to enhance the safety, operations and flow of I-95/I-64 at Belvidere Street in Richmond.
