CULPEPER — Scott Thornton has been named Residency Administrator for the Virginia Department of Transportation’s Louisa Residency, which is responsible for VDOT operations in Fluvanna, Louisa and Orange counties. On March 10 Thornton will succeed Alan Saunders, who left VDOT for a position with the Department of Rail and Public Transportation.

Thornton comes to the Louisa Residency with significant experience in residency operations in VDOT’s Richmond District. He was the assistant residency administrator in Petersburg for four years, followed by a stint as the construction manager for the Richmond District’s local assistance program. Before coming to VDOT Thornton worked for 10 years in the private sector, then moved to a position with the city of Colonial Heights.

“We’re fortunate that Scott will be joining Culpeper’s executive leadership team,” said District Engineer Sean Nelson. “His work with the Richmond District local assistance program and the Petersburg Residency gave him experience working with local governments and he has proven to be a strong advocate for the community when it comes to developing and delivering projects. That experience will be invaluable in his new position as residency administrator.”

Thornton said he is looking forward to beginning his work in Louisa. “I always enjoyed the work at the residency level, relationship building with the Board of Supervisors and other officials, getting to know the community and its leaders.” And, he added, working at the residency and area headquarters level “lets you see the impact of our work on the public.”

Thornton grew up in the Richmond area and attended Virginia Tech. As residency administrator he will be responsible for VDOT’s day-to-day activities in the Louisa Residency’s three counties and the work done by the five area headquarters that serve Fluvanna, Louisa and Orange counties. The residency and area headquarters staff perform maintenance, land use, contract management and maintenance project development and delivery through the local offices.
