James D. Fulcher, equipment operator in the traffic and safety section of the Lynchburg District, died on September 18 in an on-the-job accident. Mr. Fulcher, who was 46, had been with the Department four years. He is survived by his wife, three daughters, a son, three brothers, and five sisters.
